This intensive course offers a comprehensive examination of the legal framework governing defence and security procurement within the European Union, focusing on Directive 2009/81/EC and its practical application. Participants will gain in-depth insights into procurement procedures, criteria and requirements, relevant case law, and strategic compliance challenges specific to the defence sector. The programme, by combining legal analysis with a dedicated full day of practical training, will allow participants to apply the rules and concepts discussed throughout the course. The practical training day will place particular emphasis on procurement theory and on negotiation. The course also addresses key issues such as the national security exemption, security of supply and supplier risk management, the balance between transparency and confidentiality in defence contracts, and joint procurement efforts in light of Russia’s war against Ukraine.
